Only 25 percent of Americans are qualified???

California never had free education but the UC and State system was pretty cheap back in '60's. It's steadily climbed to today it's $25k/yr for an in state resident. It costs private school money if you are from out of state. Not easily affordable anymore.
And most of that extra jack isn't being spent on their academic mission either.

Since State funded Universities are not free market institutions in the first place I'd have no problem with caping a years tuition at 10% of that States median household income.

Just think, you could a get a degree from Alabama or LSU for $200 a year!!

Yeah...that's about the timeframe that I was using as a reference. I was young and wanted to be a rock star...there was a "college" that advertised in Guitar Player magazine called the Musician's Institute of Technology....I was considering going to CA, living and working there long enough to establish residency and attending the Guitar Institute of Technology....but then I grew.up.
 
Cawacko is just too young to remember. California used to have free in-state tuition, but it changed in the 60s. It was still ultra cheap.

We all did,lol, go establish residency. Their system was the gold standard.
