This was NOT ONLY a WH policy but it was one that came out of Congress first via an investigation and committees recommendation on how to deal with the challenges of Ukraine.
It was also in line with the International Monetary Fund, which as a condition of supporting Ukraine wanted the same prosecutor gone. It was also the same with the EU and others.
So to accept your distorted fantasy you have to accept Biden was driving all them without the Obama WH being involved or knowing which only shows how far you will go to delude yourself to accept lies.

He does not control hiring and you will only find out if the person coming in next will be better or worse over time.
The US would gladly pressure to see Putin removed. But the US also knows what replaces Putin could be either a turn to reforms or potentially much worse autocrats than Putin.
The US would not be able to control who follows, and if that person is worse than Putin, that does not mean the US wanted worse.

Then why in that video of him recounting this does he say he'll call Obama and it will happen rather than say Obama's already sanctioned it? Words have meaning, and the way Biden recounts events was he was acting unilaterally and was confident that when he called Obama--or confident that the bluff would work--his actions would get approved. He acted unilaterally.

Shokin wasn't fired because he was investigating a natural gas company tied to Biden's son; it was because Shokin wasn't pursuing corruption among the country's politicians.
Biden wasn't the only world leader calling for Shokin's removal. European diplomats, the International Monetary Fund and other international organizations, also wanted Shokin fired.
After President Poroshenko complained that Shokin was taking too long to clean up corruption even within the Prosecutor General’s Office itself, he asked for Shokin’s resignation

Sens. Rob Portman (R-OH), Ron Johnson (R-WI), and Mark Kirk (R-IL), along with several Democratic senators, called for Ukraine’s then-president to “press ahead with urgent reforms to the Prosecutor General’s office and judiciary.” Four days later, Shokin resigned.

Why wasn't Biden sent there because their problem is far worse.

Does not matter if there were numerous other groups as you say calling for the same action before Biden did, as Terry says that does not change that Biden was the only one acting on his own. He says that is how words work. If he just keeps saying unilaterally it makes it so.

They signed on board when Obama asked them to in order to cover for Biden's role in this.

Ukraine was aggressively pushing to be more included in the Eu and IMF. They wanted lots of access to cash and loans and to lesson their connection to Russia, which was bleeding the country.
They US and EU and others saw Ukraine as strategic and that if they could help them get more independent of Putin and Russia, it would be good for Ukraine but also good for the West.
So that is why any increased help was conditioned on cleaning up corruption, aka, as reducing their connection to Russia.
