I think signing statements are stupid, but they hold no weight of law. A bill authored by congress and signed by the president is law and any signing statement to that law is irrelevant. The issue is going to be, if the president breaks a law, who has the only authority to prosecute him?

congress is responsible for that and when congress will not impeach for crimes, then it's up to the people to vote them out. we can't do anymore than that, unfortunately.

The mere act of saying that you will only follow parts of a law is not a criminal act. It's actually violating that particular law, that is when it becomes criminal.
