Obama threatens retaliation against Russia for election hacking

WASHINGTON — President Obama promised to retaliate against Russia for its attempts to undermine the U.S. elections process, saying that the United States would take action "at a time and place of our own choosing."

That threat came in an interview with National Public Radio to be broadcast Friday morning. And he said the response may not be obvious. "Some of it may be explicit and publicized; some of it may not be," he said.

The remarks were the strongest language yet from Obama since the intelligence community concluded in October that the hacking of email accounts belonging to the Democratic National Committee and Hillary Clinton campaign officials was authorized by "Russia's senior-most officials."

That, the White House has suggested, means that Russian President Vladimir Putin himself directed the attacks. Press secretary Josh Earnest said Thursday that it was "pretty obvious that they were referring to the senior-most government official in Russia."

The allegations of Russian interference were raised during the presidential campaign won by Republican Donald Trump last month. But the issue re-erupted last week after Obama ordered an intelligence review of malicious cyber activity by foreign powers in the last three presidential elections.

That review is expected to be completed before Obama leaves office on Jan. 20, and will "give us a comprehensive and best guess" as to the motivations of the hacking. Until now, intelligence agencies have said only that Russia "intended to interfere with the US election process," not necessarily to get Trump elected.

But Obama noted that the emails only benefited Trump, although he made clear that he was not suggesting that Trump himself was actively involved. "They understood what everybody else understood, which was that this was not good for Hillary Clinton's campaign," he said.

Putin has denied the allegations, and Trump has disputed the unanimous consensus of 16 intelligence agencies and the Department of Homeland Security.
"If Russia, or some other entity, was hacking, why did the White House wait so long to act? Why did they only complain after Hillary lost?" he tweeted Thursday.

Obama said he could't put the sole blame for Clinton's loss on the emails, which were released on Wikileaks and similar web sites. But he said they were one factor. "There's no doubt that it contributed to an atmosphere in which the only focus for weeks at a time, months at a time were Hillary's emails, the Clinton Foundation, political gossip surrounding the DNC," he told NPR.

The White House has declined to elaborate on what the potential retaliation against Russia would look like.
"The United States retains significant, extensive cyber capabilities that exceed the capabilities that are wielded by any other country in the world. And to detail those cyber capabilities would be to potentially undermine our ability to use them," Earnest said Thursday. "But there are a range of proportional responses that the president and his team believe would be an appropriate response."

Anatta, do you remember a post I made in a particular thread at LO maybe 3 or 4 months ago? It was prior to Obama's "giveaway" of control of the Internet? Do you remember the big concern I had way back then when Obama was beginning to blame Russia for Assange leaking the Clinton emails?

I said that I would not be surprised at all if Obama keeps poking Russia in the eye (so to speak)...intentionally provoking Putin into a war, be it physical or cyber. Neurotic war hawk Hillary even spoke at the American Legion Conference stating she would resort to a physical confrontation (war) if she had to over cyber attacks. By doing that, Obama could (after an "approval process" in Congress) claim a state of emergency thereby either cancelling our election OR cancelling the transfer of power to the new President and remain President himself for an undetermined period of time.

There hasn't been a day that has passed in the last few months that I haven't thought about this. Barry and Hillary (and George Soros) are not your garden variety Democrats. Hillary Clinton, the Democratic Party presidential nominee and former US secretary of state, has said that if she becomes president cyber attacks against US interests will be treated "like any other attack" – and that includes military action.

The candidate, who has been investigated by the FBI over use of a private email server to store classified material, was speaking on the campaign trial at the American Legion National Conference in Cincinnati, Ohio on 31 August.

"As President, I will make it clear that the United States will treat cyber attacks just like any other attack. We will be ready with serious political, economic, and military responses," she told the attendees, largely made up of veterans and their supporters.

"We are going to invest in protecting our governmental networks and our national infrastructure," she continued. "I want us to lead the world in setting the rules in cyberspace. If America doesn't, others will."

The speech made a number of references to the rise in cybercrime – and the various rival nation states that Clinton asserted are currently attacking the US. Most recently, Kremlin-linked hackers were suspected of hacking into the computer networks of the Democratic National Committee (DNC).

"We need to respond to evolving threats from states like Russia, China, Iran and North Korea," Clinton said in the speech. "We need a military that is ready and agile so it can meet the full range of threats and operate on short notice across every domain – not just land, sea, air and space but also cyberspace.

"You've seen reports. Russia's hacked into a lot of things, China has hacked into a lot of things. Russia even hacked into the Democratic National Committee, maybe even some state election systems. During one recent US Department of Defense (DoD) strategy meeting, Aaron Hughes, deputy assistant secretary for cyber policy for the government, said: "Incidents described as cyber attacks or computer network attacks are not necessarily armed attacks for the purposes of triggering a nation-state's inherent right of self-defense.

"When determining whether a cyber incident constitutes an armed attack, the US government considers a broad range of factors, including the nature and extent of injury or death to persons and the destruction of or damage to property," he continued. "Cyber incidents are reviewed on a case-by-case basis [...] and the national security leadership and the president will make a determination if it's an 'armed' attack."

However, following the recent DNC hack, US officials appeared to suggest there are loopholes to rules against 'hacking back' against adversaries by intelligence teams at the National Security Agency (NSA) when faced with serious threats.

"In terms of the foreign intelligence mission, one of the things we have to do is try to understand who did a breach, who is responsible for a breach," Robert Joyce, chief of the NSA's secretive 'Tailored Access Operations' told ABC News in a recent interview.

He noted the NSA does indeed have the "technical capabilities and legal authorities" to 'hack back' against suspected groups for intelligence gathering purposes. At the time of the report, three anonymous intelligence sources told ABC news such activities had already started.

The US government and the Obama administration have not yet pointed the finger directly at the Kremlin or the nation's president Vladimir Putin. Yet in pre-election rhetoric, Clinton has remained adamant that Russian hackers were involved in the DNC attack.

"We know that Russian intelligence services, which are part of the Russian government, which is under the firm control of Vladimir Putin, hacked into the DNC. We know that they arranged for a lot of those emails to be released," Clinton said in an interview with Fox News aired on 31 July. In response, the Russian government has repeatedly denied involvement in the breaches.

He didn't barge to the parapets with his broken bergen bottle slashing away at the air calling for Putin to meet him out behind the barn.

Retaliation is the last option. Better to get a dialogue after some certainty by our intel agencies works itself out as to what happened any why.
