Like dealing with the rape of Somailian resources and the destruction of their coastline.

Many of the so-called "pirates" are fisherman whose livelyhood has been destroyed.

It's an opportunity to demonstrate that America is about more than guns and bombs.

go in, stabilize their country with a large beauracracy, and then teach them how to fix things.

Many of the pirates are teenagers who are sent out by warlords to go and get them some money.

hell yes i'd arm the crew. sailors are a much different lot than grocery store employees or mcdonalds part timers. To those sailors, that ship is theirs, the captain and crew look out for each other because they know that they are all they have out there in the ocean.
 
There have been some huge advances in sonic weapons that would do the trick nicely. It would stop the Somali pirates and prevent them from boarding the ships.

I agree that some help reestablishing their livelihoods would be a good start.
