No, it doesn't mean the same thing. Simply by virtue meaning his being the first black president is enough of a historically significant reason for him to be up there, though not necessarily the only reason. He'll give us plenty of other reasons as his presidency progresses.
Simply by virtue does not mean solely by virtue. Simply/solely are not even close.
