Washington (CNN) -- Partisan warfare over the looming debt ceiling crisis escalated Tuesday as GOP leaders once again refused to consider any tax hikes and President Barack Obama warned that, absent a deal, he can't guarantee older Americans will continue receiving Social Security checks next month.

"There may simply not be the money in the coffers to do it," Obama said, according to excerpts of a CBS News interview scheduled to air Tuesday night.

"We can't guarantee -- if there were a default -- any specific bill would be paid," White House Press Secretary Jay Carney told reporters Tuesday afternoon.

If the debt ceiling isn't raised, it's Obama, not Congress that chooses what will and will not be funded. There's enough revenue to not default on interest, pay SSI, Medicare bills. After that, the cuts would come-starting with the next largest part, defense.

while a good point, many will suffer if it all burns down. as it stands, our government is the best in the world, i would not want it to burn down.

On what grounds can the President alone decide which congressional authorizations are funded and which are not? On what legal basis can the president decide to pay SS benefits but not federal employee salaries. Or to pay active duty military personnel but not civilian employees?

Cutting Social Security ?
SS is still viable for about 20 years if the damn government would STOP borrowing from the fund and start paying back their past borrowing with interest.....why threaten the seniors again? Because thats what the lefties do best, scare people for votes....

The debt will be paid, and what's left over will be devided up.

I'm sure the reps will cave in, but if they don't we'll be looking at cutting some departments.

Let me see:

the department of education, energy, EPA, DEA.

What about the ATF? ETC.

the federal government will not be cutting any agency or department. they might let employees go, which is ok, but they will not relinquish an ounce of their power. you will see all discretionary spending programs take massive cuts and the blame game will begin.

because he is trying to scare old people. There is NO need to do so. There are a ton of other areas that can be cut. there is no NEED to stop the welfare checks, the SS checks, the military checks. He is using it to fear monger, just as yurt stated. I would absolutely call his bluff on that bullshit. Make him explain WHY he can't guarantee those checks.

On what legal basis can the President unilaterally decide to fully fund Social Security to the exclusion of other items budgeted by Congress? Yes, the President could theoretically ensure that all Social Security recipients got their full checks, but in order to do that he would have to unilaterally cut other things that Congress has appropriated funds for to zero. I don't see the legal basis for that.

And really, if you start down that road and say is it constitutionally permissible for the President to unilaterally slash congressionally authorized expenditures to zero, under what circumstances would it be impermissible? on what legal basis do you make that distinction?

In all seriousness, I don't see how the president can ensure that SS and Medicare are fully funded while other things are eliminated.
