Obama CEA Chair on Zoning

We often here that lower income people "vote against their economic interests" by voting Republican. It's pretty shocking then to hear the following words coming out of someone in the Obama administration. The CEA chair speaks here about how about how government policy and regulation limits development for housing thus hurting lower income people the most. These are policies generally supported by liberal communities.
