President Barack Obama’s re-election campaign has been soliciting foreigners for donations, an explosive report from the conservative Government Accountability Institute (GAI) shows.

Those foreign donors are allegedly visiting the Obama campaign’s donation solicitation Web pages through a social media website the campaign controls, and through an outside website that serves mostly Internet users from outside the United States.

About 20 percent of visitors to the “my.barackobama.com” social media website “originated from foreign locations,” the report found. That Web address is owned and controlled by the Obama re-election campaign.

“At no point during the [website's] subscription process is a visitor asked whether he or she can legally donate to a U.S. election,” GAI notes.

“Once a visitor signs up, he or she immediately begins receiving solicitations for donations. In fact, numerous foreign nationals report receiving solicitation letters and thank you emails from the campaign for their support. Some of these emails have been reposted on blog sites to encourage friends to click on the donate link or get their names on the email list.”

The “primary purpose of my.barackobama.com is to create a highly personalized vehicle for individuals to ‘get involved’ and to invite others to do the same,” GAI explains. But Obama’s campaign “employs various techniques to gather email and other data on the friends and associations of [the site's] members to further the campaign’s fundraising efforts.”

Washington Examiner writer Paul Bedard reported last week that a fundraising scandal would soon hit the Obama campaign, and may have been one reason why the president bumbled his way to failure during Wednesday’s debate against Mitt Romney.

So, foreigners go to the Obama website, specifically sign up to get e-mails from him, and, of course, some of those e-mails reference donations. I suppose Obama is supposed to be blamed for not predicting their location or citizenship status from their e-mail address?

Can foreigners not do this at Romney's website or something?

Fox's Steve Doocy invented the claim that President Obama's reelection campaign may be receiving tens of millions of dollars from foreign sources in violation of federal law.



Doocy based his allegation on a claim by a Government Accountability Institute (GAI) report that 43 percent of online traffic going to the Obama campaign website came from foreign countries as well as the fact that Obama has raised more than $270 million from small donors.


But Doocy's guests from the GAI acknowledged they had no evidence to back up Doocy's claim.

The prohibition on foreign involvement in U.S. political campaigns is quite broad and includes foreign-owned companies and even the U.S. subsidiaries of foreign firms. But there are nevertheless some enormous loopholes in the law seeking to limit access to overseas money. The Supreme Court ruled in Citizens United that corporations can spend unlimited money on Political Action Committees. Because many large corporations operate internationally, the ability to monitor money flows becomes problematic, particularly in terms of defining what actually constitutes an American company. As a general rule of thumb, a company must be legally registered in the United States to comply, but some corporations that are located in part overseas for tax reasons can also make the cut. Because of the complexity in determining what is foreign, in many cases the candidate’s campaign staff itself must report suspected infractions, and there is inevitably considerable doubt that the self-policing is very effective.

Another channel for foreign money to enter the system is through the recently created Super PACs. Romney’s principal Super PAC is Restore Our Future, while Obama’s is Priorities USA. Super PACs are legally independent political organizations, not tied to any specific campaign or candidate, so they are able to take in money and disburse it without disclosing the source of the funds. If the Federal Election Commission were to become aware of foreign money actually winding up in a candidate’s coffers such contributions would be illegal, but as currently constituted the flow of money from the Super PACs is not normally broken down to indicate the original sources of funds.

There are also trade and interest-group organizations, including the United States Chamber of Commerce, that obtain money from both domestic and foreign sources and then use the money to support certain candidates and positions. As in the case of the Super PACs, foreign money is not supposed to wind up being used to support a specific candidate or party, but the regulation is purely internal in that the organization involved must itself determine how to disburse the funds legally. President Obama and former President Bill Clinton have both accused the U.S. Chamber of Commerce of using funds obtained from foreign governments and corporations that are members of the chamber to pay for ads supporting particular candidates. They and other critics note that money is fungible (able to replace or be replaced by another identical item), and even if the ads technically come out of an account that has been checked to make sure that it is wholly American in origin, foreign funds can be used for other activities, freeing up the U.S. money in the first place...

Citizens United needs to be overturned. It is bringing in foreign money to influence campaigns on both sides. It is laughable that one side points to the other, it is all if the above!
