With or without it Congress has an unlimited spending budget. Clearly. It does nothing to bring about fiscal responsibility. In the end, the debt ceiling will almost certainly be raised as it has every other time it has come up for a vote.

if congress has an unlimited spending budget, why do they need to raise the debt ceiling? if the debt ceiling has no affect on their ability to spend, why do they need to raise it?
