From what I have heard he increased the restrictions. This move by Obama pretty much just undoes what Bush did. It does not undo the embargo per sie.

My ship docked at Guantanamo Bay Cuba. In my post I was talking about snorkeling in the waters of Cuba. The waters I was in were those of Cuba. Nothing I said was inaccurate.
The base is on the Island of Cuba. The fact that it is not run by Castro has no real bearing.
