both statements are about the same.
Hillary was the key voice ( per Bob Gates ) and Obama 'reluctantly' went along due to her insistence.

I've heard peeps like BAC deny Hillary had any role -being Obama purview to order the "kinetic military action"

Look at the "tic toc on Libya" email where her own State Dept called her key voice and international organizer
