It's simple logic.
You first have to have material evidence of Russian interference. Material evidence, not so and so says they interfered with the election. Or attempted to interfere or whatever.
Trump is downstream from that. If you don't first establish Russian interference, you can't indict Trump for something you don't know for a *fact* occurred.
Mueller needs the DNC server before he can even begin to think about indicting Trump. Otherwise he's going to court without any evidence.
