No it wasnt. Putting flagstone down over a crushed rock base is NOT paving. Paving involves blacktop or concrete. A ton of people in my area have flagstone patio's. Some large,...some small,....it is not done by pouring concrete first because there would be no way for water to escape if it seems through the small joints between the stone. And even if it were paved over with concrete its not like concrete is forever,....it too can easily be removed with the right equipment and a few tradesmen.Was Rose Garden paved over? Yes or no?

Being picky is a part of passive-aggressiveness. The fact remains that the Rose Garden was paved over.
