Schools in New York suffer from the worst racial segregation of any U.S. state, and city schools also earn depressingly dismal marks for diversity, a damning report released Wednesday said.
Many black and Hispanic kids in New York attend schools with almost no white classmates, according to the paper from the Civil Rights Project at the University of California at Los Angeles.
City charter schools showed even higher segregation rates, with less than 1% white enrollment at 73% of charters. “To create a whole new system that’s even worse than what you’ve got really takes some effort,” said Gary Orfield, an author of the report. The paper’s authors studied enrollment trends from 1989 to 2010. They found that black and Hispanic students who attended segregated schools with a large proportion of needy kids performed worse than kids who attended schools with more racial and economic diversity.
Parents and educators called the widespread segregation an embarrassment.
"Segregation is alive and well in New York City,” said Mona Davids, president of the New York City Parents Union. “Every child does not have access to an equal education. It’s scary.”
Across the state, half of public school students are white, but the average black student went to a school where only 17.7% of kids are white, the report found. “New York state has consistently been one of the most segregated states in the nation — no Southern state comes close to New York,” Orfield said.
In the city, 19 of 32 school districts had 10% or less white students, including all Bronx districts and two-thirds of the districts in Brooklyn. District 31 in Staten Island had the highest proportion of white students, at 53%. Citywide, the school system is about 85% nonwhite. Magnet schools had the highest rates of diversity across the city.
Education Department Spokesman Devon Puglia said city officials value diversity in the public schools, where 1.1 million students speak more than 180 different languages.

So the reason black and hispanic students do poorly in school is "lack of white students?" But this horrible lack of whiteness doesn't seem to bother Asian students. Lack of black and Hispanic students doesn't seem to bother white students.
The reason black and hispanic kids do poorly in school is because they've been taught it isn't cool to do well in school, taught that they are victims of oppression who will never succeed in life without government handouts and to accept their place as dependent wards of the state, with the only way out being becoming a "star" in music or sports, or crime. They're taught this and to "Vote For Me, I'll Get You Free Stuff" by their Victim Culture leaders.
