They could also use a pole arm to shatter a window, then shoot them in the vehicle with pepper balls or Taser them.

And they can use spike strips on the road, to take out the tires of the Activists Car.

They could also use a military Bulldozer to push the car into a ditch, and flip it on its side, or upside down with the Activists still inside.

That would end any further use of the vehicle as a deadly weapon, but not always kill the Activist.

There are some new high power microwave weapons designed for crowd suppression, that could be beamed through the Activists Car Windows.

It might be a bit tricky to get the intensity settings correct to incapacitate, without killing the activists... oh well.

We could also use TOW Missiles for training, which has the warhead replaced with concrete, and just slam the vehicle which is driving away from a distance, with a weapon that is traveling several hundred miles per hour. That way we don't have to have car chases, just smash the vehicle to bits as it runs.
 
If the Somali Illegals refuse to come out of a building, we could use det cord and shaped charges to just demolish the entire building atop them.
