California Governor Gavin Newsom signed a bill giving judges discretion over whether to require sex offender registration for cases involving "voluntary" oral or anal sex with minors aged 14-17.
It is California Senate Bill 145 (SB 145), authored by state Sen. Scott Wiener (D-San Francisco) and co-sponsored by 'Equality California' and the Los Angeles County District Attorney's office.
Critics (including some Democrats like Assemblywoman Lorena Gonzalez) argued that "consensual gay sex" between an adult man and 14-year-old boy is inherently exploitative and should always trigger automatic registration of gay adults found to have enjoyed anal or oral sex with a minor as a sex offender.
Gonzalez: “I cannot in my mind as a mother understand how sex between a 24-year-old man and a 14-year-old boy could ever be consensual.”
But Scott Wiener can.
The bill passed on party-line votes, in the Democrat-dominated legislature.

- CA bill to no longer make it a felony to knowingly give sex partners HIV or to knowingly donate blood when you have HIV
- CA bill to lower penalties for sex with minors within a 10 year age gap to the offender
And he voted AGAINST
- CA bill AB379, which increased penalties for soliciting 16 and 17 yr olds for sex
He was one of only 2 CA Senators to vote no.
