1. To legally carry a gun you must have your state issued ID on you. And must have your concealed carry permit on you. Pretti had neither.
2. Pretti was stalking ICE agents and obstructing justice while carrying a gun. It is illegal to carry a gun during the commission of a crime.

The two agents KILLED Pretti there has been no determination of murder.

Chief is correct about him having a permit but the Chief has no idea if he had it on him. The Minneapolis police did not investigate the shooting. But as I said even if he had his ID on him (he didn't) he was committing a crime by stalking ICE and harassing them. He was also obstructing justice. It is ILLEGAL to carry a weapon while committing a crime. PRETTI was ILLEGALLY carrying a gun and it got him killed.
