The state is responsible for maintaining law and order and security for the entire state. Cities are not islands in the middle of states.

State Trooper Duties & Responsibilities

First and foremost, a state trooper is a law enforcement officer. Just like their counterparts in state and local police, state troopers are charged with enforcing laws and promoting public safety. The primary difference between a police officer and a state trooper is that a state trooper operates with a narrow jurisdiction – roadways.

The scope of their authority, on an ordinary basis, is limited to enforcing the traffic laws of interstate highways and state-owned roads for motorists.

Local Government

Municipalities generally take responsibility for parks and recreation services, police and fire departments,

St. Louis, MO. Population 334,000. Find a blue city the same size that’s worse.

A city in a crime crisis can't afford a mayor who treats police as the enemy

After months of tiptoeing, deflecting and non-answers, St. Louis mayoral candidate Tishaura Jones has finally made clear that she thinks the police department gets “too much” money. At last, Jones has provided clarity that she does, in fact, favor defunding the police department. St. Louis voters have yet another reason, in addition to her mismanagement of contracting procedures in her current job as city treasurer, to question whether Jones would be the right fit for the mayor’s job.

Proposing to cut back on law enforcement when the city is in the middle of a violent crime explosion is reckless and certain to generate opposition within a police force whose collaboration is essential to any successful anti-crime effort.

Agreed, it generally meant restructure.

Then WHY did they purposely CHOOSE to say defund instead of restructure if that is what they meant? Were they just extremely stupid? Is that what it was,....or was it something else?

They is pretty general and not shared by the majority of Democrats.

Takeaways from the article:

1) The police were NOT defunded
2) The pandemic was a huge factor in increased crime.
3) Massive exodus of the force depleted the numbers significantly.
4) Police intentionally won’t go into certain areas.

The Minneapolis police department was disassembled. They are 300 officers light with few even applying. The mayor's answer is paying off the gang members who take the money and go back to dealing drugs and carjacking. The governor is brain dead and the DA is a Soros backed Antifa backer.
It has become another democrat run shit hole city.

The only thing from your post that the article addressed was the loss of personnel.

My takeaways stand.
