I just have to ask... what makes them want to draw on their ammunition? Are they thinking they are the star in their own action movie? I don't get that stuff.

Belligerents sometimes draw on their ammunition (though usually not on small arms ammunition, since it's more difficult).
It's considered 'sending a message' with the bullet (even if the artwork is on the shell casing). Usually it happens on larger ammunition, especially bombs.
