What it does say is this: Ultimately, the investigation did not establish that the Campaign coordinated or conspired with the Russian government in its election-interference activities.
Now, what I want to know is why it took so long, why he had to add another Volume of tortured reasoning that resembles a high school term paper, why he allowed his department to leak like a sieve to the media, why they posted news stories they leaked to as part of their evidence and why Mueller allowed the wild eyed speculations of the media to go on unabated and not have a news conference to correct the disinformation coming from them.
The reason there even was a volume II is apparent to anyone with even half a brain; because he was upset with Trumps public denouncements of his investigation into something as lunatic as claiming Russians got Trump elected.
