On May 17, 2017, Deputy Attorney General Rod Rosenstein appointed former FBI Director Robert S. Mueller III as Special Counsel. The explicit mandate, per the official Department of Justice order, was to investigate "Russian interference with the 2016 presidential election and related matters," specifically including:
- "any links and/or coordination between the Russian government and individuals associated with the campaign of President Donald Trump"; and
- any matters arising directly from that investigation.
The probe (often called the Mueller investigation or Russia investigation) lasted 22 months, from May 2017 to March 2019. It took over the FBI's prior Crossfire Hurricane inquiry and expanded into:
- Russian government interference operations (hacking of Democratic emails by Russian intelligence, the Internet Research Agency's social media disinformation campaign, etc.).
- Contacts between Trump campaign associates and Russian-linked individuals (the report documented numerous links, including the June 2016 Trump Tower meeting, but found they did not amount to criminal conspiracy or coordination).
- Related matters, such as potential obstruction of justice.
