I would have just not run next year, and voted my conscience. It would be liberating. Leaving it open to a special election by leaving early just costs her constituency unnecessary money for her election.

If she just did not think she could be reelected, that is what she would do. She wants out before blame is assessed.

Not running for reelection would mean she would not have to go through primaries. She wants out faster.

She does not want to go through the time , expense, and effort of running only to suffer an embarrassing loss in the primary.

If that were the concern, she would just not run for reelection. Instead, she is running for the door. She could serve for another year with no effort. She is terrified to get more time.
