I can tell you that being a part time resident of Hawaii, that is by the far most corrupt state government I’ve ever seen. And I grew up in Louisiana where state corruption was considered completely normal in the seventies.

What? That this company jumped on the Greentard bandwagon rather than keep existing infrastructure up-to-date? I'd expect that, particularly as they're operating in a Leftist / Progressive run blue state...
The exact same thing happened in CA....the state bosses told the power companies to spend their money and time on converting to so-called green energy, even as the grid was falling apart because of two decades of lack of grid maintenance and disastrous accumulation of fuel under the lines .

This is because when you look at politicians on the Left, they are almost uniformly vacuous liberal arts types that can't figure out how a battery works, what a garbage disposal is for, or setting a clock on a microwave. These are people that think hamburger comes from the grocery store. They know because other retards like them told them so, that solar and wind are good and cheap and that's all there is to that. Thus, they demand of engineers and others who actually know stuff to do what they demand. Unfortunately the engineer and science types aren't much at being politicians so they don't have the resources to simply tell the Leftists to STFU and go back to the kiddie table.
