The big issue here is the governor trying to block any outside buyers from bidding on it. He is using the power of the government to restrict capitalism so even if someone offers more than the state for a piece of property they won't be allowed to.
I can tell you that being a part time resident of Hawaii, that is by the far most corrupt state government I’ve ever seen. And I grew up in Louisiana where state corruption was considered completely normal in the seventies.
