Because institutions are poorly managed in terms of managing personal cost and operational costs of physical facilities and that large sums of money are spent on things that are secondary to class room instruction.why do you think tuiton is excessive? Could it be that readily available loans that do not have to be paid for years keeps demand up? Preventing any correction due to lack of demand (people priced out of the service)?
As I've said previously in this thread there are models that have proven that a quality secondary education can be had at far lower costs.
