Imagine two groups are involved in an armed struggle.
Both groups are pretty callous, and target civilians for political gain.
One side uses bombing from aircraft to attack civilians, is a democracy and has friendly relations with us.
The other side uses suicide bombings and IEDs to attack civilians, is a democracy but doesn't have friendly relations with us.
Do either side have the right to claim the moral high-ground?
Are one side victims and the other perpetrators?
