The "Father of Fascism" was an Italian intellectual - an analytical philosopher named Giovanni Gentile (1875 -1944). He had a strong influence on Mussolini, who, interstingly was no mean philosopher himself.
Gentile was a student of Hegel, and his writings on Fascism are first and formost based on the ideology of COLLECTIVISM (which is diametrically opposed to America's strongly INDIVIDUALIST political ideology.
For Gentile, the State and the population of (individual) citizens were one and the same entity.
His conception of Collectivism, was,very basically...you have a nose, you have a stomach you have a left thigh but what good are each of these (and all the other body parts (liver, heart, kidneys) if they are reified (extracted as individual entities outside of the interconnected, collective whole that is your fully intact body ?
What is the State if it is conceptualized as so many thousand disconnected, insular, isolated individual human beings.
Gentile dives into some heavy idealist, Hegelian philosophy to argue that the individual minds (consciousnessess) of men in a nation (like Italy) are components of one holistic, collective "spirit"( or as Hegel put it: "Geist."
This basically, is how Gentile views the State (the ruling government). The State is the people. What the rulers of the state say must be done, every individual is duty-bound to do. The individual is complely subservient to the will of the State. If you, John Smith, fuck with the State you will end up eith in prison or dead. Hitler's NAZI State (the Third Reich) had the same kind of attitude. German citizens WILL obey the directive of the NAZI State without question. If any individuals have a problem with the direction that the Fuhrer and/or Herr Himmler or Reichfuhrer Goring are steering the ship of State, you can expect a visit at home from the SD or the Gestapo and they are absolutely not pleasant company.
Fascism is an ultranationalist political doctrine. The NAZIs affirmed the intimate (and mystical) connection with the (Aryan) German and the land (geographical) territory of Germany by promoting the notion of "Blood and Soil" ("Blut und Boden). The Italian fascists had their own formulation of the same doctrine.
I agree that fasism glorifies violence and war and that it is an expansionist political ideology. Hitler's obsessive lust for more lebensraum ("living space is a neat example).
For the true fascist, the State is "God".
I think it's interesting that for decades now the left in America (Democatic socialists, Democrat progressives, neo-Marxists, etc.) have reflexly used the insult "Fascit" ! (like Joe Biden recently did) or "NAZI !" to smear their conservative/Republican/ Right-Wing political opponents. The irony is that it is they who are the nascent fascists, not their opponent on the political "Right."
