You are absolutely right. Even up here in Frozen Snowflake Land, our police depts. have instituted training for our LEOs in order to avoid situations like other cities have seen. We don't have many African-Americans here, but many Native Americans, some of whom have experienced the same sort of disparate treatment as suspects as many blacks have faced. The state and county and city police depts. are all working to change that.

Yes! No whites have ever experienced unfavorable treatment by the police....ever!
Police carry 2 sets of handcuffs too, one fleece lined for whites, and a set made with barbed wire for blacks.
For other nationalities, they just wrap their wrists with rope. Saves on wear and tear and replacement costs. Believe it...
