the word "regulated" at the time the Constitution was written meant "well trained"

Ask yourself this question. Given the war and the reasons the Founders fought it, do you think it is more or less likely that they would write the amendments giving the central government more power? Given that England confiscated guns in the run up to the Revolutionary War, do you think it likely that the founders would want the citizens to be armed?

the term "regulated" as understood during those times meant "properly functioning". It did not mean what you take regulated to mean today.
