That is an uncharitable, but not incomprehensible sentiment.

It's the problem with choosing a career in law enforcement, a noble profession.

BUT !!

Once a COP, you end up having to follow orders agreeable and objectionable alike. And also enforcing laws agreeable and objectionable alike. This topic may be but one example, earning the kind of scorn typified by T #22.

At the 5:AM hour it's negative 12.5 Fahrenheit. Some might wish to idle their car a minute or two before driving away.
Perhaps the best way to dodge the prohibition would be to:

a) occupy the vehicle, &

b) nudge it into reverse & leave it there. That would fire the back-up lights, and thus perhaps to the defense attorney's satisfaction, constitute driving. Back it up a few inches if it'll make a difference.
 
No one forced that cop to enforce that particular stupid ordinance. He could have easily proceeded down the block and found an illegally parked car to issue a parking ticket to. Since he clearly has too much time on his hands, he could have returned to the station and made everyone coffee.

Before he gets the badge and gun he swears an oath to uphold the law. It's not merely his sworn duty. It's what he's paid to do.

COPs aren't paid to pick and choose which laws to enforce, and which to ignore; Colorado recreational marijuana vs U.S. federal law enforcement to the contrary notwithstanding.

Their discretion is controlled by department policy, which varies from department to department.

One PD's policy might be to strictly enforce a particular law that another PD's policy might be to go easy on.

When demand exceeds the resources to satisfy the demand, discretion is required.

Slacking off on the homicide investigations to attend to the jaywalking violations would seem to me to be a sub-optimal prioritization.

But prioritizations are made all the time, at multiple levels.

Blaming the COP for doing his job is wrong-headed. It would make more sense to condemn the COP for agreeing to do the job in the first place. If s/he hadn't done that; if they'd ALL stop, perhaps we could get some sanity in our laws.
