Garland did not appoint anyone. He gave Weiss expanded powers. As usual, when the Dems show they will not interfere in prosecutions, the rightys see a conspiracy. Anything the Dems do has to be wrong and a coverup. Rightys are nuts.

What changed? Bagman is looking at likely 5 to 10 from the judge on the case versus a sweetheart deal, and further investigation as the deal to give immunity fell apart.

Is he still investigating Bagman? Only because the collusion between Bagman's liars... err, lawyers, and the DOJ fell apart.

What is charged? Not nearly all the crimes Bagman has committed, not by a long shot.

In any case, Garland appointed Weiss special counsel, in violation of federal law (he's a government employee) because Garland wants this case to disappear one way or another.
