I think he even cooperated wit the FBI..It was the speech in Moscow that "caused" the FISA.
The dossier alleged that Page used the speech as cover to meet with senior Kremlin officials on Trump's behalf, a claim that Page has denied.

The investigation has only begun. Because of the memo, I am hearing murmurs of convening a Grand Jury, disclosure of the FISA application, as well as a transcript of McCabes testimony.

Fraud and corruption investigation into our own justice system will require very careful scrutiny. Disclosure of McCabes testimony, and the FISA application should be forthcoming immediately.

We know a FISA warrant was rejected. I suspect that is when they went to the Unverified Steele dossier

Carter Page was a businessman who traveled regularly to Russia (like thousands of other business men with business in Russia do). Suspected Russian spies, who were being surveiled, approached Page pretending to be interested in his business. They thought he was greedy enough to be groomed. They, the Russians, were also recorded saying they thought he was an idiot.

The Russians were arrested, only one of them could be charged, as the other two had diplomatic immunity. Carter Page was questioned. It was determined he had no knowledge of who the Russians were, and he was cleared of suspicion. That is who Carter Page is. An American who Russians targeted for their own purposes in 2013. They were unsuccessful. Carter Page was determined to be innocent.
 
Why don't Republicans just ask the judge who granted the FISA why he did so? Under what grounds/evidence? Quick answer, over and done with.
