Maybe a conservative can explain, the Repiblicans are going to "repeal" the ACA,
but delay the enactment of that repeal until they have a replacement program?
Too funny, they've had six years, and in all that time, even during a Presidential election, they've never gotten beyond the rhetoric stage in an alternative to Obamacare, and now their going come up with a real consensus program?
