No, it is perfectly reasonable.
First, many people enter the US illegally using a tourist visa. They know it's good for just 90 days, but they don't care. They just want into the country where they will then disappear and stay illegally.
This guy did exactly that. Entered with the intent of overstaying the visa so he could be here to live here.

Nowhere does it say that he entered the country illegally. Get your shit together, T.A.

Mass shooter Ndiaga Diagne, who apparently did this in the name of Allah, entered the US in 2000 and overstayed a tourist visa. In 2006, having racked up at least two criminal counts and convictions married a US citizen and was given legal resident status by the Obama administration. Between that year and 2013 when the Obama administration gave him citizenship, he managed to have a string of additional arrests and convictions.
The FBI, et al., are looking into any connection with the bombing of Iran in this shooting.
Anyway, Diagne shot up a large bar from his vehicle then proceeded to drive around downtown Austin shooting at random people until the police arrived and shot him dead.
