Experts highlighted how juveniles’ brains differ from adults’ and how those differences should be weighed when deciding their legal culpability for committing crimes.

At 13 ...Did u understand the consequences of crossing the street without looking? But u want us to think a 13 yo cant understand the consequences of raping a 4 yr old with a stick and killing
