The courts will decide. In the meantime, any civil leader worth a shit would try to calm their people and see that justice is done. Any leaders who don't give a shit or are simply losing an election should throw as much gasoline on the fire as possible. They don't give a shit if a few dozen people die in clashes. In fact, more violence works for them so they can play the Law and Order card. It's a sound strategy that has been used before. A civilian version of "Wag the Dog".
