There is a process. Someone can nominate you, the selection committee determines whether you get it and they have turned down nominees, the nominee pays the $30,000 ($15k goes to pay for it, $15k goes for upkeep) if selected, and the nominee has to agree to it and there are some that refuse to have one there.
In the simple mind of some, they want to make it out as if Trump paid and it was put there because he did.
