Most items that use only black powder and no primer, are unregulated and this includes cannons, volley rifles, etc.
I would suggest that you check your local ordinaces, as some of them try to bypass this with "danger to other" laws.

I saw a show that made a really neat bowling ball cannon, out of a CO2 canister. I needed reinforcement, at the back end; but it was really cool.

Did you reinforce your backend yet? What did you use?

Maybe more vegatbles and less meat would have worked.
