In most states there's no requirement to have training to buy any sort of firearm, that I know of. So yeah -- some redneck microdick strutting around Walmart wearing an AR might know little about what he's got, including how to use it.
He'd be the first target of a robber if they were proficient in gun usage. That's how smart open carry is. No open carrier has their gun in their hands ready to shoot; they carry it like a photographer carries a huge camera. You could retrieve a concealed weapon a lot faster than you could fumble an AR into position.
 
While it's their right, it does seem provocative.

I usually go out armed, but it's concealed. If the shooting starts, I'm heading away from it and will cover anyone who wants to go with me.

One of our former neighbors, an ex-career military and then civilian govt. employee, used to do when walking their dog. Because of bears, he said. Their dog *was* large, strong, and very unruly so you could imagine her yanking her leash and going after a bear. But other than that, I've never seen anyone up here carrying, other than police officers.
