Consequently, during that same 15 year period, the personal savings rate reached its highest level ever...when the top tax rate was 90%.

So if you care so much about personal savings, then you should be advocating for a return to the conditions that produced the highest levels of personal savings, which was in the 1960's-1970's when government spending was "skyrocketing", the top tax rate was 90%, and the personal savings rate reached an all-time high.
