According to the chart you linked to but didn't bother to look at, the "skyrocketing" spending on education happened in the 1960's and 1970's, and then it shows education spending was CUT and it took to about 2002 for education spending to reach the levels it was at during its peak in the 1970's, and then got cut again around 2010-11 according to your chart.
