Is that what he wanted, or was it "full access"? What you "missed" is that most people negotiate by demanding more and expecting a "compromise" that lands them at what they wanted. The reality is, Trump did impose tariffs, on these very people, they know he is willing to impose them, as he has in the past. Your analogy about how "if you always chicken out" doesn't fly... He said he'd go to court, they know he would.

He makes deals often, just as you do. Using your analogy of "records of how lawyers act" and "if he never goes to court" we find that Trump is absolutely willing to "go to court". This: "If I never went to court I would never get a deal because they would know I would not." is where this falls apart. They know he is willing to impose tariffs, because he has.

I like talking about ideas. In this case the idea of "chickens out" and the analogy from the good counselor. Just saying Trump sucks is boring. If I wanted to just say that I would never have built this board to talk about ideas.
They know that he is very unlikely to impose whatever tariff he is threatening. Sometimes he follows through on a much smaller tariff than what he threatened, usually he does not.
So yes, it’s not particularly cut and dry, but it does not hold anywhere near the same weight as if Barack Obama had made the same threat.
I would’ve bet big money that he would not have used force on Greenland, and I suspect almost all world leaders knew that.
Anyone across the world who pays attention also knows that the Supreme Court is very likely to limit his ability to use tariffs drastically in the coming weeks.
