"There's paintball, for heaven's sake," Manhattan Criminal Court Justice Edward McLaughlin countered while sentencing weaponry fanatic Suwei Chuang - caught downtown two years ago with a $15,000 Bushmaster assault rifle and more than 800 rounds of ammo in the back seat of his SUV.

Chuang, 37 - scion of a wealthy, Flushing-based real-estate family - faces additional charges in Queens for allegedly conducting gruesome ballistics experiments on dogs in a basement shooting range he'd stocked with seven more rifles.

Two days before the election in May 2004, the government dropped all fees for transferring firearms.

so it appears that a law mandating registration really isn't working and can hardly account for the crime drop. You're reading something in to it that just isn't there.
