The fence is to keep the Mexican Employees IN!!!
There's only like 80 million in Mexico, 20 million here. Business owners don't want them to leave.

The fence is an environmentalist's nightmare. Most of the wildlife along the border gets the majority of its water from the Rio Grande. The fence would block access, essentially condemning everything bigger than a rabbit to a slow death.
