Again, all that is left when you find that all the actual implementation is given to Earl Devaney and his Board. Biden's job will be to "oversee" it and make sure we get our information.
He is a figurehead, Devaney and the board will make the decisions, Biden gets to run around making sure governors are spending it the way they want them to and to make sure we get our information.
IMO, this is a way to get him out of the way. And it still makes me laugh. "Because nobody messes with Joe!"

I recall a reporter asking Presidential Candidate Dole the cost of a gallon of milk, and lo and behold he didn't have a clue. Before that it was Bush 41's reaction to a supermarket scanner. Neither one of these guys would be expected to know what goes on inside of a supermarket- shit my old man never set foot in one either. Yet the Libs carried on for months about these two non-events.
Yet everyone is expected to know how to use the internet. It's easier to look up a phone number than to us a yellow book across the room. I tossed out literally dozens of product catalogs that used to be practically sacred around here, once I got high-speed. Research on a political subject or news throughout the world: bang its right in front of you. The Obamites crooned on and on how their messiah carried a Blackberry. Before that AL Gore claimed to be the second coming for inventing the technology.
So you Liberals not only opened the door for this penny ante crap about common knowledge, so it's all fair game now, but this issue ain't exactly the price of milk at the Winn-Dixie, is it? Biden claims to be the most intelligent guy in the government, and he doesn't even know how to Google.
I'm not really desperate. I'm extremely content these days, to finally have a competent, intelligent President at the helm.
The comparison is a bad one. Cheney tried to assert powers that the Consititution specifically forbids for a VP, and he was also one of the main architects of the Iraq War (not in itself a breach of VP power, but scary, nonetheless).
Biden is following an Obama directive on this, which is not outside the realm of the VP's role.
I'm not going to argue this with you since you seem to have your mind made up, but here's a hint: the auditors of a business don't run the business. And the CEO of a business doesn't oversee its website.

The Auditors of a business are not in fact CEOs. And it is the Auditors job to ensure the correct people get the information. Yeah, auditor will be fine. Auditor and overseer of the website. I hope he can remember the number.

However, you apparently have forgotten that he asserted that his office was not a part of the executive branch, and therefore was not bound by a Presidential order governing the protection of classified information.

From where does Devaney derive these magical CEO powers becuase statute creating the board of which he is chair merely has auditing powers:
Audits and reviews. That's it. Now, I'm not downplaying the importance of the audits and reviews, but Devaney and the board aren't implementing the bill. They're auditing the implementation.
Perhaps you could show me where Devaney and the board have these other powers you think they are wielding. I'd appreciate it.

Since you seem to feel that the seeds of this crisis were planted when the Dems & Obama took control, can you describe what the Congress did in 2007 & '08, and what Obama did in the past 30+ days, to cause the failure of the big 3, the mortgage/foreclosure crisis, the collapse of the banks and the downward spiral of the global economy?
