Of course I know the difference.

I doubt our enemies will be as compassionate as us with their autonomous drone use. They actually want to kill innocents.

We don't really need fully autonomous drones to kill.

The toe in the door is facial recognition.
Such biometric identification would at least hypothetically enable our killing machines to patrol looking for trouble, and then killing PRE-APPROVED targets, without contemporaneous human involvement.

Once we reach that level, the flood-gates are as good as fully open.
