Media can project a winner by doing the math but I agree it's not official until election officials call the count complete.

Technically it’s not official until the electoral college votes, the congress approves the results and the VP declares the outcome valid.

Georgia is the only state that reaches the recount level. Trump lost bigly. Trump wants to spend millions on a lost cause. However, the money he is begging for can be used to pay off election debt. That may be what it is all about. I think Trump is able to do addition and subtraction with help. He lost. He knows it.
