Obama was on Law Review, that right there is evidence of great grades.

actually not necessarily. some schools take those with lesser grades if they make a good "write on" essay. or, like harvard, use affirmative action. not saying obama made use of either or, but, it is not true that law review only takes those with good grades.

IMO, it is a twist to say he meant the "infrastructure" he mentioned in the preceding statements. Failures use the same infrastructure, which is paid for by the taxes of the successful.
