There are not many English words with the letter Z at the beginning of them, which got me thinking, why would this be an IZA study. Turns out I used to know someone who worked for the IZA... It is not American. It is the Forschungsinstitut zur Zukunft der Arbeit, and it studies European labor, not American. The Netherlands in the source is what country's labor is being studied.
So no, it is not talking about anything in America, but rather The Netherlands. Minnesota is not a state in The Netherlands, so is not covered by this.
I found the actual study. Turns out that the numbers are wrong on top of everything else. It does not breakout Somalia, and does not use US dollars at all. It puts 5 high asylum seeking countries, including Somalia into a single category, with a net negative of €315k loss to the Dutch economy.
Some things to consider. American Somalias were almost all refugees, not asylum seekers, and came to the USA 20 to 40 years before this wave going to Europe. Also The Netherlands has a well developed welfare system that gives a lot of benefits, which the USA does not have. It is difficult to estimate what the lifetime costs of someone will be given so little time having elapsed.
And most important, this was one of the last studies released by the collapsing IZA. The IZA had started out doing good work, but in recent years had slid into wild statements. Its papers became wildly speculative, and the whole institute ended up liquidating itself right after this study.
