Libya’s Ministry of Tourism has enlisted UNWTO to help implement an action plan to rebuild its tourism sector as an effective way to increase national revenue, create employment, foster national cohesion and enhance the county’s international image.

A UNWTO mission led by Secretary-General Taleb Rifai made a first approach on the specific needs of the country during a workshop on technical cooperation in the capital Tripoli (9-10 June 2013).

Libya is counting on tourism to help rebuild the country, in the light of its ongoing socio-political transformation. Libya’s Ministry of Tourism has drawn up an action plan focused on institutional capacity building to pave the way for sustainable tourism development and calls on the support and participation of its public and private sectors to help implement its plan.

“Achieving sustainable tourism is a propeller to create employment, diversify Libya´s national sources of income and promote our image as an attractive tourism destination domestically and abroad,” said the Minister of Tourism, Mrs. Ikram Bash Imam. “Revitalizing domestic tourism will likewise help foster national cohesion in this significant period of nationwide rebuilding,” she added.

“Libya is a prime setting for tourism development, being blessed with natural, cultural and archaeological assets, including five UNESCO World Heritage Sites,” said UNWTO Secretary-General. “Tourism is the right vehicle to contribute to the international repositioning of Libya whilst contributing to its sustainable economic development and job creation particularly among the youth,” he added.

Following a request by the Ministry of Tourism to assist in its tourism development efforts, a UNWTO delegation delivered a first approach during a two-day workshop, addressing issues such as institutional framework building, human resources development, sustainability, image building and marketing.

The degree of glee coming from you is palpable, you display all of the traits of the cynical left. Fortunately there are those on the left who see through all that shit.

While no one deserves to die in a war, of the estimated 30,000 Libyans to die in the struggle to overthrow Mummar Ghadafi, no one else can be said to have had it coming more than Mummar Ghadafi. Not only did he rule for more than 40 years by using terror (he had tens of thousands murdered), he conducted his 10-month campaign to stay in power with the utmost brutality. Most of those 30,000 souls were Libyan civilians killed by Ghadafi with artillery, tanks, snipers and cluster bombs. He targeted civilians to the end and so made the U.N. mission to protect them synonymous with ending his rule. So I find it odd that many on the left single out the killing of Mummar Ghadafi to demand investigation and justice for.

During the 10-month revolutionary struggle the goal of the vast majority of Libyans was to overthrow Ghadafi but the cynical left developed its own narrative for what they referred to as “regime change,” a regime change they opposed.

They had no opinion on the struggle in Libya until NATO got involved, then “as they saw it” it was just another “War for Oil”, just another Iraq. As spectators to history, they declared “we’ve been through this movie before.” Usually that meant the rebels and the National Transitional Council (NTC) were seen as agents of imperialism, and the depth and breath of the Libyan opposition was denied.

This was all done in the name of “opposing our own bourgeois” but its central foundation has been a cynical appreciation of the revolutionary movement of the Libyan people.

A year ago, this whole crowd was sure that NATO intervention would lead to a NATO occupation of Libya a la Iraq or Afghanistan. Clearly that hasn’t happened. Those that predicted such NATO “boots on the ground” – and that’s what they meant at the time – were wrong. That did not happen. That is just one thing, on top of many, many things they got wrong about the Libyan revolution, but rather that admit they were wrong about that and maybe some other things and being so bold as to make a reappraisal of their views on Libya, they cling to those views.

They welcome any bad news from Libya and use it to support their view that the revolution in Libya is a bad thing and shouldn’t have happened. They find themselves quoting favorably from the mainstream media that has it’s own reasons for pouring cold water on post-Ghadafi Libya. They take every outbreak of violence and every injustice still happening in revolutionary Libya, blow it all out of proportion, and talk of “chaos” in Libya.

The post war violence in Libya is nothing like it was in Iraq, and for that matter still is eight years latter. The electricity is still on in Libya. Schools are back in session, mail is being delivered, oil production is back up, Internet is back up, and people are getting back to work. But these anti-interventionists-turned-counter-revolutionaries only look for signs of “chaos.”

As part of the relaunch of its services to Tripoli at the beginning of next month, the Middle East’s largest airline, Emirates, has announced special promotional fares to Dubai and China to woo back passengers. Emirates says that fares to Dubai will start at LD 690 to Dubai, and from LD 1,766 to Guangzhou (Canton) and from LD 1,758 to Beijing and Shanghai.

The reduced fares are available now with the offer running until September 30 for travel from September 1 until October 30. The reduced fares will not be available on flights to Guangzhou on “Black out” dates, like holidays, when there are high bookings.

From September onwards, Emirates will service Tripoli three times a week with a short stopover in Malta, using a Boeing 777-200ER. EK745 will leave Dubai every Sunday, Tuesday, and Thursday at 09.30hrs arriving in Malta at 13.25hrs. The service will depart Malta 14.45hrs arriving in Tripoli at 15.55hrs. The return flight will leave Tripoli International Airport at 17.25hrs and will land in Dubai at 01.00 hrs.

Emirates stopped flying to Tripoli in February 2011, and almost exactly a year ago announced that it would resume services by last October with four flights a week. However, that failed to happen although other airlines had no issues about returning. From its hub in Dubai, Emirates serves 134 destinations on six continents, and already operates cargo flights to Libya.

In 2011, at the end of the revolution, damage in Misrata was put at LD 916 million while claims for Misratan losses elsewhere in Libya as a result of the fighting is put at LD 146 million. Al-Gesh told the Libyan Herald. The former figure, however, this is seen as a significant underestimation.

This is because that although it was agreed that compensation would cover farms, including animals, crops and agricultural equipment, as well as factories, companies and private vehicles and heavy machinery, there would be limits on claims for houses.

Only 60 percent of the value of homes damaged or destroyed would be paid, with an upper limit of LD 10,000, Al-Gesh explained.

What has disappointed and angered locals, he said, was that nothing was happening thanks to the negligence of government and silence of Congress. Problems were being exacerbated as ordinary citizens were being prevented from putting their lives back together
